Monrovia, Liberia – In a late-night Facebook post on May 11, 2025, Representative Musa Hassan Bility, Chairman of the Rule of Law Caucus and Nimba County Representative, announced the resignation of Speaker J. Fonati Koffa from his position as Speaker of the 55th National Legislature.

Speaker Koffa informed the caucus that his resignation will take effect at 12:00 noon on Monday, May 12, 2025. The caucus expressed deep sadness over the decision but endorsed it, citing Constitutional Crisis, Loss of Legislative Support, and the need for Reconstitution.

Bility: “Speaker J. Fonati Koffa informed the Rule of Law Caucus today that he will be stepping down as Speaker of the 55th National Legislature effective 12 noon on May 12, 2025.”

The Executive Branch’s persistent defiance of the Rule of Law, including disregard for a Supreme Court ruling and its reaffirmation, has created a constitutional dilemma that surpasses the authority of the Speaker’s office.

A significant number of lawmakers have withdrawn their willingness to serve under Speaker Koffa’s leadership, weakening his ability to effectively preside over the House ahead of anticipated legislative battles.

“To restore constitutional order swiftly, the House must be reconstituted through elections in line with Article 49 of Liberia’s Constitution. In his statement, Rep. Bility praised Speaker Koffa’s service, stating: “It is our pleasing duty to have served alongside Speaker Koffa and under his gavel. We welcome him back to the floor as a member of our caucus.”
