A sweeping anti-corruption campaign is underway at the Monrovia City Corporation (MCC) following revelations of systemic fraud, impersonation, payroll theft, and extortion involving multiple employees. Several staff members have been suspended as internal and police investigations intensify.

The documents falsely indicated business payments into the MCC’s Ecobank account. Upon review, investigators found no such deposits were made, with duplicate serial numbers on the slips signaling possible forgery. The employee involved was suspended on April 16, 2025, and the case is now with the Liberia National Police.

However, In a separate incident, five employees were suspended for allegedly distributing counterfeit Solid Waste Inspection letters to extort money from Monrovia business owners. Two suspects were caught red-handed on January 17, 2025. All are under active investigation.

In addition, an internal audit revealed unauthorized deductions and fraudulent withdrawals totaling more than LRD 2.1 million (approx. USD 21,000) from MCC accounts between January and April 2025. Employees reportedly manipulated payroll systems to steal both from the city and their fellow staff. The Liberia National Police and MCC’s Internal Audit Department are conducting a joint probe.

Meanwhile, In response to growing media attention, the MCC issued a statement dismissing some recent reports as “inaccurate and misleading,” reaffirming its commitment to transparency and fiscal accountability.

Mayor John-Chanukah S. Siafa, who assumed office with a strong anti-corruption mandate, has vowed to continue rooting out misconduct.

“These investigations underscore our unwavering dedication to integrity, honesty, and responsible financial management. We will not tolerate any actions that defraud the city and its residents,” Mayor Siafa declared.

At a recent MICAT press briefing, Mayor Siafa outlined his broader vision for transforming Monrovia—from improved emergency response systems and youth empowerment to international partnerships and smart urban planning.

“This is not just about changing how Monrovia looks. It’s about changing how it works—for everyone,” he stated.
