-Hosts Regional Consultations, Technical Meeting on NDC 3.0

Monrovia, Liberia – The Government of Liberia has intensified its climate action agenda with a series of regional and technical meetings to finalize the country’s updated Nationally Determined Contribution (NDC 3.0) under the Paris Agreement. The effort, spearheaded by the Environmental Protection Agency (EPA) with support from the United Nations Development Programme (UNDP) through its Climate Promise 2025 initiative, signals Liberia’s renewed determination to lead on climate action while advancing sustainable development and inclusive growth.
Regional Consultations: Voices Across the Nation
The consultations, held in Ganta, Nimba County, brought together stakeholders from government ministries, civil society, women and youth groups, academia, the private sector, and development partners. The aim was to ensure that the updated NDC reflects not only Liberia’s global obligations but also the realities and priorities of local communities.
Arthur R.M. Becker, Director of Multilateral Environmental Agreements at the EPA, stressed the importance of inclusivity.
“The fight against climate change requires collective ownership. Liberia’s NDC 3.0 will not only respond to global commitments under the Paris Agreement but will also reflect the voices, needs, and priorities of our people,” Becker said.
Louis Kuukpen, UNDP Resident Representative a.i., echoed this sentiment.
“These consultations give communities—especially women, youth, and those most vulnerable to climate impacts—a seat at the table. Together, we are building a more resilient and sustainable Liberia.”
Technical Validation: Turning Dialogue into Action
On September 12, 2025, a technical validation meeting in Tubmanburg, Bomi County, consolidated months of technical analysis and regional inputs into the final draft of NDC 3.0. Over 25 participants from government, civil society, academia, and development institutions engaged in refining Liberia’s climate roadmap.
Joel Gamys, Executive Director of the Forestry Training Institute, described the process as more than paperwork.
“This gathering is not just about reviewing a document; it is about consolidating our nation’s aspirations for a resilient, low-carbon, and sustainable future,” he said.
The draft outlines sectoral targets, adaptation and mitigation priorities, and financing mechanisms. Assistant Minister J. Wellington Barchue of the Ministry of Finance and Development Planning emphasized that the NDC must align with Liberia’s broader development vision.
“Since NDC 3.0 has not yet been finalized, it is only befitting that the analysis and alignment be based on our current development plan focused on inclusive growth,” Barchue explained.
The Road Ahead
The consultations and technical reviews will culminate in a National Validation Workshop on September 18, 2025, in Monrovia, where the final version of NDC 3.0 is expected to be endorsed.
Liberia’s NDC journey—beginning with its first submission in 2015 and revised in 2021—has evolved into a national blueprint for climate action, investment mobilization, and sustainable development. With NDC 3.0, the country seeks to strengthen resilience, attract climate finance, and place local communities at the heart of its climate strategy.
