NIMBA COUNTY, Liberia – A landmark judgment in a longstanding labor case involving the aggrieved redundant employees and management of the Security Expert Guard Agency of Liberia (SEGAL) has finally been decided on against SEGAL Management. 

The Security Expert Guard Agency of Liberia (SEGAL), owned by Senator Momo Cyrus of Lofa County, has been ordered to pay a whopping sum of approximately $5,163,360 US dollars to 347 out of 353 redundant employees in Nimba County. 

Resident Circuit Judge Pape Suah of the 8th Judicial Circuit Court in Sanniquellie handed down the judgment on Monday, following the court’s fact-finding and verification conducted based on the Supreme Court of Liberia’s ruling on May 29, 2025.

The court’s ruling highlights dignity, respect, and fair treatment in labor, with SEGAL required to compensate the aggrieved employees for their illegal redundancy per the monthly income of US$155.00 since 2017 to present, about 8-years ago.

This significant judgment highlights the importance of adhering to labor laws and regulations in Liberia.

“WHEREFORE and in view of the foregoing and the verification of records of account conducted by the parties with the aid of this Court, the Clerk  of Court is hereby ordered to issue the writ of execution on the Legal  Management to enforce the judgment by collecting the benefits of the  aggrieved workers and have same paid to the actual legal beneficiaries  same being 347 persons, in keeping with the Mandate of the Honorable  Supreme Court of Liberia. And it is hereby so ordered,” the court ruled.

The coury said its ruling after verification is in keeping with the mandate of the Honorable Supreme Court of Liberia for the court to conduct a verification and reconciliation of accounts between the Aggrieved Workers and the Management of SEGAL.

In its ruling, the court noted that the parties’ legal counsel appeared before the court for the said exercise on September 12 and 19, 2025.

The verification conducted, according to the court’s final ruling, discovered three discrepancies of the 353 names submitted by the aggrieved workers as beneficiaries.

The verification findings include the appearance of one name twice in the records of accounts, five persons not within the employ of SEGAL company, bringing the grand total to 347 persons who are employees, but with different employment status as of now. 

The various employment status discovered are one person transferred to Secure Car Rent Security Firm, 149 still working with SEGAL up to present, 20 persons deceased, 31 dismissed, 73 persons paid-off, and 73 persons resigned.

“Court says that in keeping with the Mandate of the Honorable Supreme Court of Liberia that this court verifies the records along with the parties and order the payment of the actual legal beneficiaries…,” Judge Suah said. 

The court noted that based on its findings after verification, the 347 names with different employment status labeled are the actual legal beneficiaries since SEGAL Management records revealed that these people are employees despite their current employment status.

“This court says, since the 347 names are recognized to be employees of  SEGAL, it is therefore construed by this court that the 347 persons are the rightful beneficiaries of the accrued leave,  accrued overtime, accrued lunch hours and severance pay as prayed  for by the aggrievedworkers, granted by the Labour Hearing Officer and  confirmed by the court on Judicial Review.”

The court said the benefits of the 20 persons who are decreased will be received from the court by their relatives upon proof of death by affidavit.

Judge Suah meanwhile ordered the court clerk to issue writ of execution to be placed in  the hands of the Sheriff for service on the legal Management of SEGAL for enforcement so as to collect the full judgment sum excluding the six (6)  names not accounted for as per the verification conducted by the parties in keeping with the Supreme  Court of Liberia’s ruling.
