-To Explain His Failure to Enforce Supreme Court Mandate

Monrovia, October 23, 2025 — The Civil Law Court “Annex” of the Sixth Judicial Circuit, Temple of Justice, has issued a Writ of Summons against Colonel Gregory Coleman, Inspector General of the Liberia National Police (LNP), and all officers acting under his authority, for alleged contempt of court. The summons, dated October 23, 2025, was signed by Clerk of Court Alfred N. Morris and authorized by His Honor Judge Peter W. Gbeneweleh, the assigned Circuit Judge of the Civil Law Court “Annex.”
It commands the police chief and his subordinates to appear before the court on Monday, October 27, 2025, at 3:30 p.m. to show cause why they should not be held in contempt. According to the court’s writ, the police failed to appear for a conference hearing held on Wednesday, October 22, which was called to discuss enforcement of a Supreme Court mandate in an ejectment case.
The case involves The Intestate Estate of the Late Batune Keita, administered by Mohammed Tanja Keita, versus The Intestate Estate of the Late Mamadee M. Kamara, represented by Administratrix Mateya M. Toure. The Supreme Court previously upheld a lower court judgment ordering the eviction of the appellants and granting possession of the property to Mr. Keita, based on the boundaries set forth in his deed. The mandate was forwarded to the lower court for enforcement.
However, the court noted that the responsible authorities delayed and failed to execute the eviction order, despite being served with official precepts. This prompted the judge to summon the LNP Inspector General and those under his command to explain their non-compliance. Legal observers say the action highlights the judiciary’s resolve to ensure enforcement of its decisions and maintain accountability, even among senior government officials.
