
The First Judicial Circuit, Criminal Assizes “C” for Montserrado County, sitting in its August Term A.D. 2025, has issued a Writ of Arrest and Closure Order against Sky International Insurance Company for Criminal Contempt of Court.
The orders were issued by His Honour Ousman F. Feika, Assigned Circuit Judge, on October 23, 2025, in Monrovia, following the company’s alleged failure to produce defendant Francis P. T. Kollie, for whom the insurer had tendered a Criminal Appearance Bond in the ongoing case of Republic of Liberia, by and through Beatrice K. Rosario, versus Francis P. T. Kollie, charged with Theft of Property and Misapplication of Entrusted Property.
According to the court’s writ, several notices of assignment were issued for hearings in the case. Still, Sky International Insurance Company failed and refused to produce the defendant as required by law. The court therefore ordered the arrest of the company’s General Manager, Comptroller, Accountant, and all senior officers to be brought before the court to show cause why they should not be held in contempt.
The writ further directs that, should the management of Sky International Insurance fail to produce the defendant or pay the full amount stated in the bond, they are to be detained at the Monrovia Central Prison until compliance is achieved.
In a related Closure Order, the court commanded Captain Tina G. Noring, Sheriff of Criminal Court “C”, or her deputies, to move on the premises of Sky International Insurance Company and close the company to the public. The order mandates the sheriff to “lock and chain every entrance” of the premises and post copies of the order at visible locations, instructing the public to cease all interactions with the company and its officers.
The actions stem from the court’s determination that the insurance company’s noncompliance constitutes a deliberate obstruction of justice and defiance of judicial authority.
