
MONROVIA – The Governments of Liberia and Rwanda have signed a reciprocal visa waiver agreement, allowing citizens of both nations to travel between the countries without a pre-arranged visa. The landmark agreement was formalized on Wednesday, September 10, 2025, at the Ministry of Foreign Affairs in Monrovia.
The announcement was communicated to all officers of the Liberia Immigration Service (LIS) in an internal memo from Commissioner-General Elijah F. Rufus, dated November 11, 2025.
According to the memo, the visa waiver is part of a broader “Agreements for the Establishment of a Joint Permanent Commission of Cooperation” signed between the two nations. The new reciprocity regime means citizens of the East African nation holding a valid Rwandan passport will no longer need to obtain a visa prior to traveling to Liberia.
Commissioner-General Rufus has directed all LIS personnel to comply immediately with the new policy. “You are therefore required to issue ALL CITIZENS OF THE REPUBLIC OF RWANDA entry stamps to facilitate their travel at all Air, Land and Sea Borders of the Republic of Liberia,” the memo stated.
The move is designed to strengthen bilateral ties, promote tourism, and enhance business and diplomatic exchanges between Liberia and Rwanda. The directive urges officers to continue serving “with distinction, honesty and integrity” as they implement this new protocol.
