-Rep. Musa Bility Confirms Votes Against Combined Energy Bill and National Budget

MONROVIA – Representative Musa Hassan Bility of Nimba County District #7 had confirmed that he voted against two major pieces of legislation in the House of Representatives on Thursday, December 11, 2025.

He rejected a combined bill bundling the Total Energy proposal with the Oronto Deal, stating he would have supported the energy bill had it been presented alone. He also voted against the $1.2 billion National Budget.
However, Bility voted in favor of the separate HPX mining and infrastructure agreement.

His words: “Today, the House of Representatives voted on several major instruments, including the Total Energy Bill, the Oronto Deal, the HPX agreement, and the National Budget. I voted against the combined Total Energy and Oronto Bill and for the HPX Bill. It is necessary to state the reasons for my votes today, which were taken in good conscience and based on what I believe to be the best interest of the Liberian people.”

In a statement, the Representative criticized the Oronto Deal, questioning the company’s plans and past record. He called the national budget a “consumption budget” that fails to help ordinary Liberians.

Bility said the HPX deal is in Liberia’s strategic interest because it will create a logistics hub and improve transport infrastructure. The Total Energy-Oronto Bill and the National Budget were passed by the full House despite his opposition.
