MONROVIA – The National Lottery Authority (NLA) has secured a decisive legal victory against LIPAY Bet Incorporated at the Sixth Judicial Circuit Court in Monrovia. The judgment, delivered at the Temple of Justice, affirms the NLA’s sweeping authority to regulate all gaming activities in the country and sends a clear warning to operators who attempt to bypass the law.
At the heart of the case was a controversial arrangement between LIPAY Bet and 1XBET, a prominent international gaming brand. According to court documents and NLA filings, LIPAY Bet unlawfully shared or assigned its operational license to 1XBET without seeking or obtaining prior approval from the NLA. That move, the Authority argued, violated the National Lottery Authority Act of 2014 and undermined its statutory oversight.
The NLA initially responded by temporarily suspending LIPAY Bet’s license as an interim measure, citing risks to fiscal accountability and regulatory integrity. The company challenged the suspension, leading to the protracted legal battle that culminated in this week’s ruling.
After a full review of the facts and applicable law, the court ruled substantially in favor of the NLA on several key fronts:
· Regulatory authority upheld: The court affirmed the NLA’s legal mandate to regulate all gaming operations in Liberia, including the power to take enforcement action against license holders who breach the rules.
· License suspension validated: The NLA acted within the law when it temporarily suspended LIPAY Bet’s license as an administrative measure to prevent further harm while proceedings continued.
· Illegal license sharing confirmed: The court found that LIPAY Bet had indeed engaged in unauthorized conduct by granting operational rights to 1XBET without NLA approval, violating the terms of its license.
However, the court also issued a notable clarification on due process. While siding with the NLA on the core regulatory violations, it set aside certain financial penalties that had been imposed before administrative proceedings were concluded. The ruling emphasized that sanctions must follow proper notice and an opportunity for the accused to be heard.
For industry observers, the judgment establishes a binding precedent. Operational licenses issued by the NLA are strictly non-transferable, and no license holder may share or assign its rights without explicit authorization. The ruling also confirms that the NLA has the lawful power to act swiftly—including suspending licenses—to protect public interest and government revenue.
“This is a landmark moment,” an NLA source said following the ruling. “It tells every operator in Liberia that there are no shortcuts around the regulatory framework.” The NLA management has indicated that it will now intensify compliance monitoring and enforcement across the country. Stringent action against illegal operators and unauthorized partnerships is expected, alongside internal reforms to ensure administrative due process is fully aligned with the court’s guidance.
“All operators are hereby advised to strictly adhere to the conditions of their licenses and the laws of Liberia,” the Authority said in a statement. The NLA also commended the judiciary for its impartial adjudication and reaffirmed its commitment to safeguarding government revenue and public trust in the gaming sector.
