Members of the House of Representatives have voted to endorse and pass proposed amendments to Section 5.2 of the Code of Conduct, recently submitted by Montserrado County Electoral District #12 Representative, Jerry Yogboh.

Plenary took the decision on Tuesday during the 15th Day Sitting of the Second Quarter of the Third Session following the presentation and consideration of a joint committee report on the proposed amendment.

According to the committee’s findings, several election cases arising from the 2017 and 2023 General and Presidential Elections highlighted challenges associated with the implementation and interpretation of Sections 5.1 and 5.2 of the Code of Conduct. The report noted that the differing interpretations of these provisions created ambiguities that affected their practical application.

The committee concluded that the proposed amendment is aimed at addressing those implementation challenges and eliminating uncertainties within the law. Members of the committee further indicated that the amendment would strengthen the enforceability of the provisions and provide greater clarity in their interpretation and application.

In its recommendation to plenary, the committee emphasized that the amendment of Sections 5.1 and 5.2 represents a significant step toward improving the legal framework governing the Code of Conduct and ensuring consistency in future implementation.

Based on the presentations from stakeholders and the committee’s review of previous election-related interpretations, the committee recommended that plenary accept and adopt the proposed amendment in its entirety.

Following deliberations, plenary voted to adopt the committee’s recommendation and subsequently passed the amendment, forwarding the matter to the Liberian Senate for concurrence.
