-As Judge Backs Him in License Case

ST. PAUL, Minn. — An administrative law judge has issued a formal recommendation heavily favoring Sekou Dukuly in the ongoing dispute over the immediate temporary suspension of licenses for Golden Touch Health Care LLC.
The Minnesota Court of Administrative Hearings officially delivered the recommendation to Minnesota Department of Health Commissioner Brooke Cunningham on October 14, 2026.
Samantha Cosgriff, a Legal Assistant for the court, confirmed the filing of the “Findings of Fact, Conclusions of Law, and Recommendation” in case CAH 23-0900-42048. The official record and hearing recordings now sit with the Department of Health, marking a major legal victory for Dukuly and the assisted living provider.
The court has closed its file, transferring the official record to Commissioner Cunningham. With the judge’s findings now on the record, the Department of Health faces mounting pressure to rule in favor of Dukuly and lift the temporary suspension.
The ruling represents a critical turning point for Dukuly, who has vigorously contested the state’s action against the facility. Copies of the favorable filing were also served to Docket Coordinator Lindsay K. Strauss, Madeline M. Sheehy, Chad A. Blumenfield, and Theresa Green.
