Monrovia, Liberia –— ActionAid Liberia, in collaboration with national and regional partners, will host the Second National People’s Climate Justice Summit from December 15–16, 2025, at the Ellen Johnson Sirleaf Ministerial Complex in Congo Town, Monrovia.

The two-day national event, running daily from 8:00 a.m. to 5:00 p.m., is expected to attract between 700 and 1,000 participants drawn from across Liberia and the West African region. Participants will include climate justice activists, academics, human rights defenders, farmers, renewable energy practitioners, environmentalists, government officials, civil society actors, local and international NGOs, as well as women, men, and youth leaders from diverse communities.

Held under the theme “Just Transition: Scaling Agroecology, Clean Energy, People-Driven Climate Finance and Sustainable Solutions for Liberia,” the summit seeks to promote inclusive and sustainable approaches to addressing climate change impacts and advancing climate justice in Liberia.

The National People’s Climate Justice Summit serves as a critical platform for amplifying public voices on climate change, assessing Liberia’s progress and gaps in climate action, and strengthening advocacy for policy reforms and transformative solutions. This year’s gathering will also review outcomes from the inaugural summit and evaluate engagements with key government ministries and agencies on agroecology, climate financing, and climate-conscious development initiatives.

Over the two days, participants will engage in high-level policy dialogues and collaborative sessions focused on priority areas including the development of sustainable climate-finance frameworks, scaling agroecological practices, and strengthening Liberia’s CAADP implementation, expanding access to renewable energy and green jobs especially for women and youth, and enhancing disaster preparedness and climate-induced crisis response systems.

Despite contributing only 0.03 percent to global greenhouse gas emissions, Liberia remains highly vulnerable to climate change, with growing threats to livelihoods, food security, coastal communities, and national development. The summit will therefore call for concrete actions and policy reforms aimed at closing existing gaps and strengthening national climate resilience.

The keynote address will be delivered by Hon. Augustine Kpehe Ngafuan, Minister of Finance and Development Planning. Heads and representatives from key government institutions including the Ministries of Mines and Energy, Agriculture, Gender and Children Protection, Youth and Sports, Health, and Education, as well as the Environmental Protection Agency, National Disaster Management Agency, Liberia Revenue Authority, and the National Climate Secretariat are expected to participate.

Delegates from across West Africa implementing SPA II and SPAC-WA programs will also attend, reinforcing regional collaboration on climate justice and sustainable development.

The summit is supported by the Strategic Partnership Agreement (SPA) II, which promotes just, feminist, green, and resilient societies, and the Strategic Partnership for Agroecology and Climate Justice in West Africa (SPAC-WA), which advances food security, climate-resilient livelihoods, and increased public financing for agroecology among smallholder women farmers and youth.

According to Norwu Harris, Program Lead for ActionAid Liberia’s Climate Justice Program, the summit provides a vital platform for collective action and policy advocacy. “Climate change knows no borders, and Liberia must lead with practical solutions that prioritize justice and sustainability,” he said.

The 2025 summit will bring together a broad coalition of stakeholders, including state actors, civil society networks, women and youth organizations, farmers’ associations, renewable energy practitioners, environmental coalitions, student unions, and regional youth institutions.
