President Joseph Nyuma Boakai Sr. has announced a series of new appointments and nominations affecting key government institutions, including the Ministry of Local Government, the Ministry of State for Presidential Affairs, the National Housing Authority, the Liberia Institute of Public Administration, and the Bureau of State Enterprises.

The nominations, announced on March 1, 2026, are subject to confirmation by the Liberian Senate where applicable, while appointments to positions not requiring legislative approval take immediate effect.

In a significant restructuring of the Ministry of Local Government, the President has reconstituted the institution’s leadership consistent with Chapter 25.22 of the new Act establishing the Ministry of Local Government (2025). The appointments are aimed at strengthening governance, deepening decentralization, and improving public service delivery across the country.

Mr. Francis Sakila Nyumalin Sr. has been named to lead the Ministry as Minister, heading a reconstituted administrative structure that includes the following appointees:

Deputy Ministers:

– Mr. Edward K. Mulbah – Deputy Minister for Local Government and Decentralization

– Mr. Samuel F. Brown – Deputy Minister for Administration

– Madam Selena Polson Mappy – Deputy Minister for Research, Policy and Planning

– Mr. Joseph N. D. Bannah – Deputy Minister for Peacebuilding

– Madam Fatima Bintu Sirleaf – Deputy Minister for Urban Affairs

Assistant Ministers:

– Mr. J. Alphonso D. Perkins – Assistant Minister for Local Government and Decentralization

– Mr. J. Emmanuel Wheinyue – Assistant Minister for Research, Policy and Planning

– Mr. Eddie Cornelius Dillah – Assistant Minister for Urban Affairs

At the Ministry of State for Presidential Affairs, the President has made two key appointments. Mr. Bill McGill Jones has been named Deputy Minister for Administration, while Madam Jennifer Davies Ross has been appointed Assistant Minister for Administration. Both positions are expected to strengthen the administrative capacity of the presidency.

The National Housing Authority (NHA), which plays a critical role in addressing Liberia’s housing needs and urban development challenges, has received two new deputy managing directors. Mr. Mathias F. Korpu has been appointed Deputy Managing Director for Administration, while Madam Winnie Mameni Siakor-Dilah has been named Deputy Managing Director for Technical Services.

At the Liberia Institute of Public Administration (LIPA), an institution responsible for building the capacity of public sector workers across the country, Madam Nukey M. Richards has been appointed Deputy Director General for Training and Manpower Development.

The Bureau of State Enterprises (BSE), which oversees the performance and governance of state-owned enterprises, has appointed Mr. Julius P. Browne Sr. as Deputy Director General for Operations.

In announcing the appointments, President Boakai emphasized that the selections reflect his Administration’s determination to reinforce capable leadership across government institutions and to deepen decentralization, accountability, and service delivery to the Liberian people. The President called on all appointed officials to discharge their duties with professionalism, integrity, and steadfast commitment to national service.
