Subject: Request for Proposals (RFP) – Supply of Vocational Skills and Livelihoods Materials
The Women NGOs Secretariat of Liberia (WONGOSOL) is implementing a three-year project titled “The Liberia Fight FGM Project”, with funding from the UN Trust Fund. This project is being implemented in the counties of Bong, Margibi, Bomi, Gbarpolu, Grand Cape Mount, and Rural Montserrado.
As part of efforts to strengthen the capacity and economic resilience of project beneficiaries, WONGOSOL invites qualified and reputable suppliers to submit proposals for the supply and delivery of vocational skills and livelihoods materials. These materials will support 300 Indigenous and low-income earning women and girls, including FGM/C survivors and traditional practitioners (Zoes), as part of WONGOSOL’s broader strategy to empower survivors of Gender-Based Violence (GBV) and promote sustainable livelihoods.
Scope of Work and Required Items
1. Soap-Making Materials
• Sodium Hydroxide (Caustic Soda) – for bar soap
• Potassium Hydroxide – for soft/liquid soap
• Palm Oil
• Essential Oils (variety of fragrances)
• Medicinal Herbs (e.g., Moringa)
• Natural Colorants (dyes)
• Exfoliants (e.g., crushed seeds)
• Tools & Equipment:
• Large pots or pans
• Wooden spoons/stirrers
• Soap molds
• Protective gear (gloves, goggles, aprons)
2. Pastry-Baking Materials
• All-purpose flour, Sugar, Butter or margarine, Eggs, Milk, Salt, Baking powder or baking soda, Yeast, Vanilla essence, Nutmeg or cinnamon, Tools & Equipment, Mixing bowls, Rolling pins, Baking trays or pans, Oven or charcoal oven (suitable for rural areas), Measuring cups and spoons and Pastry brushes and cutters
Product Standards and Requirements
• Be certified by the Ministry of Commerce
• Be properly packaged and labeled
• Have a minimum shelf life of 12 months from delivery date
Eligibility Criteria
• Be a legally registered business authorized to supply goods and services in Liberia
• Provide a valid business registration certificate and current tax clearance
• Demonstrate previous experience in supplying similar products (submit references)
• Submit detailed cost proposals with unit pricing, taxes, and delivery fees included
• Confirm delivery capability and logistics plan
• Women-led businesses are strongly encouraged to apply.
Proposal Submission Requirements
1. Company Profile – including registration and contact details
2. Technical Proposal – detailed description of the materials and tools offered, with compliance to required standards
3. Financial Proposal – itemized price list with total cost (including all applicable taxes and delivery charges)
4. Delivery Plan – delivery method and proposed timeline to WONGOSOL’s office in Sinkor
5. References – contact details of at least three previous clients for whom similar supplies were delivered
