Chinese Ambassador accredited near Monrovia, H.E. Yin Chengwu, has outlined China’s intent to make Liberia a key partner in its global digital expansion.

Ambassador Yin, speaking at the Liberia Technology Summit 2025 on Monday, July 21, conveyed that China wants to shape Liberia’s technological future through science and technology innovation. “Science and technology innovation and cooperation would serve as a new engine of China-Liberia strategic partnership,” he stated.

At the summit—focused on digital laws, infrastructure, and the application of technology in education, healthcare, and finance—the Ambassador revealed China’s deeper interest in embedding its influence within Liberia’s digital and economic systems.

He praised Liberia’s readiness to embrace the global wave of scientific and industrial transformation, calling the summit “highly timely and relevant,” and commended Liberia’s efforts to connect its digital and real economies.

Referencing China’s achievements, the Ambassador highlighted its global technological stature, describing the country as: “The world’s second largest R&D investment country and the largest patent application country,” home to “71 artificial intelligence unicorn companies” and “more than 40% of the world’s lighthouse factories.” Pushing a globalist vision, he said: “China promotes open, fair, equitable and non-discriminatory international science and technology cooperation.” He promised support through a global research fund and increased tech aid to developing nations.

The Chinese Ambassador further tied his remarks to the recent Forum on China-Africa Cooperation (FOCAC), where China pledged support in green industries, e-commerce, AI, and other sectors—aligning with both Liberia’s summit priorities and President Boakai’s ARREST Agenda. Four key areas were proposed by the Ambassador: policy dialogue on ICT and cybersecurity; cooperation in digital agriculture, e-governance, and industry; engagement through multilateral platforms like the International Telecommunication Union; and the inclusion of women and youth in science and technology.

The Chinese envoy further pledged 

China’s willingness to work with Liberia through the principles of sincerity, real results to create a new chapter in China-Liberia relations.

“As a trusted partner, China will work with Liberia, following the principles of sincerity, real results, amity and good faith… to chart a new chapter in China-Liberia friendship and cooperation.”
