-Over $166K Debt

Monrovia — The National Labor Court for Montserrado County has issued a writ of execution against the Management of the Paynesville City Corporation (PCC), ordering the seizure and sale of its properties to settle a judgment debt of more than US$166,000.
The order, signed by C. Wellington Keah, Assistant Clerk of Court, on September 2, 2025, follows a ruling in favor of former PCC employee Morris Armah II, who sued the corporation for unfair labor practices.
According to the writ, the court has directed Acting Sheriff G. Michael Cummings to seize and sell PCC’s lands, vehicles, and other movable assets until the judgment sum of US$166,562.06is fully realized.
“You are hereby commanded to seize and expose for sale the lands and chattels of the Management of Paynesville City Corporation… and if you cannot find lands, goods and chattels, then their money, credits and effects in whosoever hands they may be found,” the writ reads.
The court further instructed that should PCC fail to comply, its officials—including the Mayor, Deputy Mayor, and other senior staff—could be held liable for obstruction.
The ruling stems from a long-running labor dispute in which the court determined that the PCC wrongfully dismissed and failed to settle legitimate claims owed to Mr. Armah.
Once the properties are sold and funds realized, the Sheriff is ordered to pay Mr. Armah the judgment amount and report back to the court during its October term.
