-For Major Amendment

MONROVIA — The House of Representatives has taken a significant step toward reforming Liberia’s electoral framework, instructing its Joint Committee on Elections and Inauguration and Good Governance to conduct a comprehensive review of a legislative package proposing key amendments to the New Elections Law.

The instrument, submitted by Nimba County District #7 Representative, Hon. Musa Bility, seeks to strengthen the country’s democratic institutions and expand participation in the electoral process.

According to a release from the House of Representatives Press Bureau, the proposed reforms aim to align the elections law with constitutional principles while safeguarding the integrity of the democratic process.

A centerpiece of the reform package is the establishment of an Overseas Absentee Voting system. The proposal, rooted in Article 80(c) of the Liberian Constitution, would grant Liberian citizens residing abroad the right to participate in national elections, enfranchising a significant segment of the diaspora that has long sought a voice in the country’s governance.

In addition to expanding voter participation, the instrument also seeks to protect the electoral mandate of political parties by introducing clear rules governing party defection by elected officials. The anti-defection measure is intended to ensure that the will of the electorate is respected, preventing political instability and the erosion of mandates through post-election floor-crossing.

The Joint Committee, which brings together the House’s leadership on elections and governance, is expected to conduct a thorough review of the proposals. The committee has been tasked with reporting its findings and recommendations to the full House within two weeks of its return.
