The Secretariat of the National Elections Commission of Liberia (NEC-Liberia) has described the Commission’s draft Strategic Plan as a roadmap to consistently deliver credible, transparent, and inclusive elections for the Liberian people.
The NEC Secretariat strongly believes that the 2023 General Elections marked a critical milestone for Liberia, particularly with the successful introduction of Biometric Voter Registration (BVR) – a clear demonstration of the Commission’s ability to innovate and adapt to new ideas.
According to the NEC Head of Secretariat and Executive Director, Mr. Anthony K. Sengbe, this achievement is not merely a milestone but a foundation upon which the Commission can continue to build a stronger future.
Mr. Sengbe made these remarks on Friday, 24 October 2025, in Buchanan, Grand Bassa County, when he delivered closing remarks on behalf of the Secretariat at the just-ended Visioning Workshop for the development of the new Strategic Plan.

The NEC Executive Director reminded members of the Board of Commissioners (BoC) and executives of the Secretariat that the Commission possesses the capacity for progress, emphasizing that it is high time to work collectively to sustain and build upon that excellence.
Reflecting on the evolving technological advancements and the dynamic political landscape of election management, Mr. Sengbe noted that these changes will further propel the NEC to move forward.
‘We are not merely reacting to these changes; we are positioning ourselves to lead them – ensuring that our processes remain not only relevant but exemplary,’ – Mr. Sengbe stressed.

The Visioning Workshop, jointly funded by NEC and UNDP-Liberia under the Liberia Electoral Support Project (LESP), sets clear and measurable goals and crafted the mission, vision, and core values that will guide the Commission over the next five years (2026-2030).
Meanwhile, Mr. Sengbe has made a rallying call to members of the BoC and executives of the Secretariat to carry forward a spirit of collaboration, commitment to continuous improvement, and an unwavering belief that they are not only managing elections but safeguarding the future of Liberia’s democracy.
As part of the draft strategic plan, the NEC Secretariat aims to introduce key principles such as inclusiveness, innovation, accountability, transparency, and technology-driven operations.
The Secretariat further envisioned ‘an electoral commission where candidates can conveniently register from their homes, offices, or even abroad; and a digitalized Electoral Management Body (EMB) where both domestic and international observers, as well as party agents, can be accredited online to participate in the process.’
