Monrovia: Tensions erupted at the National Housing Authority (NHA) headquarters on Wednesday, 9 July 2025 when two employees, including the Manager for Monitoring & Evaluation (M&E), Prince Conway, and another staff member, Lamine Kaba, allegedly engaged in disruptive and aggressive behaviourtoward Senior Management.  

The incident, captured in a video, shows Conway openly challenging the authority of Managing Director Madam Florence K. Geegbae. In the footage, Conway is heard asserting that Geegbae had no right to hold a press conference at the NHA without prior notice—a statement perceived as a direct defiance of her leadership. At one point, he is seen pointing at the Managing Director in a confrontational manner, prompting colleagues to intervene.  

However, in a swift action against the reported violent act perpetrated by the two NHA staffers, the Managing Director in a memorandum dated 9 July 2025 addressed to NHA Deputy Managing Director for Administration, Prince S. Bonnah, recommended disciplinary actions against both staffers for ‘acts non – compliance of the Code of Conduct and CSA’s Standing Order’.

The repeated misbehavior of the M&E Manager and Kaba, according to the memo, at one point in time also ‘disrupted both General and Management Meetings with insinuations of all kinds and forms against my office and person without the requisite administrative action’. The 9 July 2025 reported violent scene at the National Housing Authority – NHA disrupted a scheduled meeting between the Managing Director and the Executive Mansion crew of the Liberia Broadcasting System – LBS.

Accordingly, ‘the office of the Managing Director requests with immediate effect, the requisite administrative action to curtail this act of non – non-compliance of the Code of Conduct and CSA’s Standing Order’ – the memo concluded.

Meanwhile, reports say, as a result of the Managing Director’s request for disciplinary action against the pair, a special committee comprising members of the NHA – Human Resource Department was set – up along with a communication sent to the accused staffers to conduct a thorough investigation and report to the Managing Director.

The investigation will focus on identifying the root cause and recommending necessary actions in line with the CSA Standing Orders. To ensure transparency and accountability, the Committee has assured that all proceedings, including minutes and documentation, will be recorded.

Meanwhile, the leadership of the NHA Workers Union has distanced itself from the reported incident, saying the two accused staffers should face the investigation. 

Both the President and Spokesperson of the NHA Workers Union, Augustine S. Daniels and Augustus Gargar, disclosed termed their colleagues’ behavior as unbecoming and was done at their own volition.
