Monrovia – The Honorable Supreme Court of the Republic of Liberia will today, February 16, 2026, rule in the legal battle between the ex-Director General of the National Public Health Institute of Liberia (NPHIL) and the Executive Branch of government.

According to a notice of assignment issued from the Chambers of Justice Wolokolie on February 13, 2026, the Court’s ruling in the matter titled Dr. Dougbeh Christopher Nyan v. The Executive Branch of the Liberian Government is set for Monday, February 16, 2026, at 3:00 p.m.

Dr. Dougbeh Christopher Nyan, who serves as Director General of NPHIL, filed a Petition for a Writ of Prohibition against the Executive Branch, represented by the Minister of Justice and Attorney General, the Solicitor General, and all persons operating under the authority of the Ministry of Justice.

The writ of prohibition is a legal remedy sought to prevent a lower court, tribunal, or public authority from exceeding its jurisdiction or acting outside the scope of its legal powers. While the specific details of the petition have not been publicly detailed, the action signals a significant legal contention between the head of a key public health institution and the government’s executive arm.

The petitioner is represented by Counsellors Gongloe & Associates Law Firm, while the Ministry of Justice is representing the respondents.

The case has drawn attention due to the prominent role of NPHIL in Liberia’s public health sector and the legal implications of a senior government official seeking prohibition against the Executive Branch. Legal observers note that the ruling could set a precedent regarding the limits of executive authority over autonomous public agencies.

Brig. General Amos B. Kesseh Dickson, Sr., Marshal of the Supreme Court, or his deputy, has been instructed to notify all parties or their legal representatives to appear for the ruling.
