-Pardons Third Over Misconduct

MONROVIA, Liberia โ€“ The House of Representatives has slapped Bomi County Electoral District #3 Representative Sam P. Jallah and Gbarpolu County Electoral District #2 Representative Luther S. Collins with disciplinary actions while granting a pardon to Bong County Electoral District #3 Representative J. Marvin Cole, following separate investigations into their conduct.

Plenary on Tuesday endorsed recommendations from the Committee on Rules, Order, and Administration to penalize the lawmakers. The body described their actions as detrimental to the image and integrity of the House. The committee submitted separate investigative reports regarding complaints filed against the two legislators.

In the case of Representative Collins, the committee investigated a complaint Montserrado County Electoral District #8 Representative Prince Toles filed on March 17, 2026. Toles alleged that Collins physically assaulted him during a House session.

The committee’s report noted that House leadership had instructed Collins to issue a written apology and publish the same in local newspapers. Collins declined to comply despite repeated reminders from the Speaker in open session, the report said. Leadership subsequently referred the matter to the committee for investigation and recommendations.

Following hearings and a review of the evidence, the committee concluded that Collins’ actions violated the Standing Rules and Procedures of the House. It recommended appropriate disciplinary measures under Rule 48.1.

In the case of Representative Jallah, the committee concluded that he acted in a manner unbecoming of a House member. However, the report noted that Jallah showed sufficient remorse for his actions.

Plenary concurred with the committee’s recommendation that Jallah submit a formal letter of apology to Plenary, publish the apology in a local daily newspaper for one day, and provide proof of publication to the Office of the Chief Clerk. The committee stated that the action aims to uphold the dignity, integrity, and authority of the House while deterring future violations.

Meanwhile, the House accepted the apology of Bong County Electoral District #3 Representative J. Marvin Cole and granted him a pardon following his appearance before Plenary. Cole expressed remorse for his actions and apologized to the House, prompting lawmakers to close the matter.

The House of Representatives reaffirmed its commitment to maintaining discipline, decorum, and adherence to its Standing Rules and Procedures. Lawmakers emphasized that all members must conduct themselves in a manner that preserves the integrity and public confidence of the Legislature.
