The Ministry of Commerce and Industry (MoCI) has issued a nationwide directive banning the display and sale of goods outside business premises, in a move aimed at restoring order in commercial areas and improving public safety.

According to the Ministry release dated Wednesday, April 29, 2026, effective May 1, 2026, all commercial activities and transactions must be conducted strictly within stores and shops. The decision comes amid growing concerns over the increasing use of sidewalks, roadways, and other unauthorized public spaces by business operators.

The Ministry says this has contributed to congestion, safety hazards, and disorder in major trading zones.
MoCI also emphasized that the regulation is in line with its statutory mandate to oversee and regulate trade activities across the country. It stressed that no goods or merchandise should be displayed or stored outside designated business premises.

Beginning May 4, 2026, the Ministry of Commerce assures that it will collaborate with relevant enforcement agencies to ensure full compliance. Authorities will take strict action against violators, including the immediate removal and confiscation of goods displayed in unauthorized areas.

Additional penalties would include the imposition of fines, administrative sanctions, and the possible temporary or permanent closure of non-compliant businesses. Legal action may also be pursued in accordance with Liberia’s regulatory frameworks.
The release further clarified that the directive is not intended to stifle business growth.

Instead, it aims to create a more organized, safe, and business-friendly environment for both traders and the general public. The Ministry of Commerce and Industry (MoCI) of Liberia is the government body responsible for the growth and development of the nation’s economy, trade, and industry. It is currently led by Minister Magdalene E. Dagoseh.
