Monrovia, Liberia — The Ministry of Local Government, in collaboration with the Governance Commission, will convene a two-day High-Level Policy Dialogue on Local Governance and Decentralization in Monrovia, officials have announced.
Mr. David S. Kollie, Acting Director for Media Services and Communication at the Ministry of Local Government, disclosed the plans in an interview with reporters assigned to the ministry on Capitol Hill. He said the dialogue is scheduled for Wednesday and Thursday, September 16–17, 2026, at the Joseph Boakai Conference Hall at the Ministry of Local Government, Capitol Hill, Monrovia.
According to Kollie, the meeting will bring together heads of key government ministries, agencies, and commissions, along with County Superintendents and County Service Center Coordinators.
Among the invited government institutions are the Ministry of Finance and Development Planning, the Liberia Revenue Authority, the Ministry of Transport, and the National Transit Authority. Others include the Ministry of Labor, the Ministry of Public Works, the Liberia Land Authority, the Ministry of Posts and Telecommunications, the Ministry of Foreign Affairs, the Ministry of Health, and the Environmental Protection Agency.
Kollie also named the Forestry Development Authority, the Ministry of Gender and Social Protection, and the Center for National Documents and Records Agency as institutions expected to attend.
Eight County Superintendents have been invited, including Mr. Sam K. Zinnah of Gbarpolu County, Mr. Whroway Bryant of Montserrado County, Mr. Mike Swengbe of River Gee County, and Mr. Alexander Sleweon of Sinoe County. The others are Mr. Foday Kiatama of Grand Cape Mount County, Mr. Alex C. Grant of Grand Gedeh County, Mr. Byron W. Zahnwea of Rivercess County, and Madam Antoinette Wowlee Nimely of Grand Kru County.
The invited County Service Center Coordinators include Joanna Wede Taplah of Grand Kru County, Jacquelyn T. Caryahway of Grand Gedeh County, Arthur Crawford of Bong County, Tweh Johnson of Bomi County, Owen K. Kolleh of Grand Cape Mount County, Morris G. Saye of Nimba County, and Clinton Abraham of Grand Bassa County.
Kollie said the dialogue is intended to accelerate the devolution of administrative, political, and fiscal powers in line with Liberia’s Local Government Act of 2018. The meeting will also address operational challenges facing County Service Centers, including the continued centralization of approvals in Monrovia, which he said affects the delivery of public services across the country.
