The Government of Liberia, through the Civil Service Agency (CSA), has signed a new agreement with the National Insurance Corporation of Liberia (NICOL) and International Bank Liberia Limited. The deal provides vehicle insurance services on credit for government employees.
The agreement was signed during the regular press briefing of the Ministry of Information in Monrovia. It forms part of ongoing reforms within Liberia’s public service sector aimed at improving employee welfare and access to financial services. Speaking at the event, CSA Director General Josiah Joekai Jr. said the initiative will allow civil servants enrolled on the government’s automated Legal Power of Attorney (LPA) platform to obtain vehicle insurance without making an upfront payment.
According to Dr. Joekai, employees will instead pay the insurance costs over a six-month period through deductions arranged under the LPA system. “This government is a pro-worker government and a pro-family government,” he said. “All you have to do is make sure you are on the LPA platform.” Dr. Joekai disclosed that participation in the automated LPA system has increased significantly since its launch. The number of employees enrolled on the platform has risen from about 4,000 in 2024 to 9,433 employees.
He also stated that approved vendors operating on the platform provide government workers access to goods and services through a fully paperless process using biometric verification and point-of-sale systems. Employees no longer need to collect pro-forma invoices. They can simply visit participating stores, verify their identity through thumbprint authentication, and obtain goods while the government processes the transaction electronically.
The CSA boss further disclosed that more than 1,051 transactions valued at over US$400,000 have been processed through the automated LPA system since its launch. According to Dr. Joekai, the inclusion of NICOL and Empire Building Materials Store on the platform will increase the number of approved vendors to 13.
He explained that the latest partnership with NICOL aims to reduce the financial burden associated with obtaining vehicle insurance, especially for ordinary civil servants who may struggle with large upfront payments. Under the arrangement, government employees will insure their vehicles without any initial payment and spread the cost over six months through the LPA credit system.
Liberia’s Minister of Transport, Sirleaf Ralph Tyler, described the initiative as consistent with President Joseph Nyuma Boakai’s vision of improving the dignity and welfare of civil servants. He said the arrangement would enable government employees to insure vehicles and motorbikes through flexible payment arrangements facilitated by the CSA, NICOL, and International Bank Liberia Limited.
Making remarks on behalf of NICOL, Acting Board Chairperson Ansumanah Jallah described the agreement as a demonstration of collaboration between public institutions and the financial sector to support workers. According to him, the initiative allows civil servants to access vehicle insurance through affordable installment arrangements while promoting compliance with national insurance requirements.
Officials of NICOL also said the agreement will improve insurance accessibility among government workers while increasing insurance awareness in Liberia. The institution noted that the scheme will help employees avoid legal liabilities associated with uninsured vehicles while spreading payments over a six-month period.
Representatives of International Bank Liberia Limited also pledged continued support for government initiatives aimed at expanding financial services and economic growth. During the event, the bank emphasized its longstanding role in Liberia’s banking sector and reaffirmed its commitment to supporting reforms that improve access to financial opportunities for Liberians.
In another development, Dr. Joekai announced the completion of a presidential mandate directing the transition of 304 employees of ELWA Hospital onto the government’s centralized payroll system. He disclosed that the affected health workers have already received their salaries for April 2026, totaling more than US$104,000. Efforts continue to process retroactive payments for March. The vehicle insurance credit scheme will officially begin operations next week, according to NICOL officials.
