-Over Unauthorized Licensing
MONROVIA, – The National Lottery Authority (NLA) has issued a Notice of Default, Administrative Directive, and Demand to Cease and desist against Seven Blue Ltd, a Delaware-registered company, and its associated entities, for operating as an unauthorized gaming license intermediary in violation of Liberian gaming regulations.
According to a statement issued from the National Lottery Authority over the weekend, the action comes as the NLA intensifies efforts to protect the integrity of Liberia’s gaming regulatory framework and safeguard public funds from unauthorized fee collection schemes.
The LNA statement said the Seven Blue Ltd has committed multiple material breaches of its Online Gaming Licensing Service Agreement,
The NLA statement named the multiplematerial breaches as selling purported gaming licenses in its own name and on behalf of a fictitious “Liberia Online Gaming and Casino Commission without NLA authorization.
The statement said Seven Blue Ltd is collecting licensing fees through private accounts and unauthorized channels rather than the official NLA transitory account.
The statement indicated that, Seven Blue Ltd is Misrepresenting itself as the regulator and licensee of gaming operations in Liberia.
The NLA statement also said Seven Blue Ltd is failing to maintain proper records and transparency regarding issued licenses and fee collection and pirating without the required operational presence in Monrovia.
In short of the forgoing, the NLA has issued a 48-hour administrative directive requiring Seven Blue Ltd to acknowledge in writing that only the NLA has authority to issue gaming licenses in Liberia.
They have also being order to Cease all use of the NLA name, seal, and flag in any marketing or operational capacity.
The LNA statement also directed that, Seven Blue Ltd Cease using the fictitious Liberia Online Gaming and Casino Commission brand and Submit a complete inventory of all licenses claimed to be issued, applications, and authorized resellers.
Seven Blue Ltd is also order according to the LNA statement to direct all licensees to remit outstanding fees to the official NLA account at Guaranty Trust Bank and Providecomplete transitory account statements and supporting documentations.
Torching on the Protection for Good-Faith Operators, the NLA recognizes that some operators may have paid licensing fees to Seven Blue Ltd in good faith.
The NLA Notice provides that such operators may apply directly to the NLA for license reissuance on terms to be determined by the Authority, provided they comply with all applicable regulations and submit required documentations.
The NLA Statement noted that, it’s DirectorGeneral Peter L. Solo, takes seriously its responsibility to regulate Liberia’s gaming sector with integrity and transparency
“We cannot permit unauthorized intermediaries to collect public funds or to misrepresent themselves as regulators” the statement quotes NLA boss as saying.
“This action protects both the government’s revenue and the public’s interest in a properly regulated gaming market.”
“We welcome legitimate businesses that operate transparently within our regulatory framework.
“However, we will take swift and firm action against those who seek to exploit Liberia’s gaming sector for personal gain,” Solo continued” LNA Director General said.
The NLA statement emphasizes that it is the sole authority in the Republic of Liberia authorized to issue gaming, casino, sportsbook, and prediction-market licenses.
The LNA statement than warned that, any licenses, certificates, or instruments purported to be issued by third-party service providers are not valid.
The NLA statement indicated that, Gaming operators and applicants are advised to Verify all licensing communications directly with the NLA and remit all licensing fees only to the official NLA transitory account at Guaranty Trust Bank (Liberia) Limited.
The LNA statement however cautious anyentity claiming to be an intermediary or authorized licensing partner operating without explicit written authorization from the NLA to desist or face enforcement Action.
The NLA statement pointed out that, if Seven Blue Ltd fails to remedy these defaults within the 60-day cure period set forth in the Notice, the NLA will reservesthe right to issue a Termination Notice and revoke all associated agreements.
The NLA also said recover all off-account fees and sums collected above the official fee structure seek injunctive relief in the courts of Liberia refer the matter to the Ministry of Justice and the Liberia Anti-Corruption Commission.
The statement said a regulatory Framework for Growth enforcement action is part of the NLA’s broader commitment to establish Liberia as a legitimate and well-regulated gaming jurisdiction.
The statement said the Authority is actively developing licensing frameworks for emerging market technologies, including prediction markets, while maintaining robust consumer protection and anti-fraud safeguards.
The also quotes the NLA Boss as telling all legitimate operators and technology partners to have nothing to fear from rigorous regulation.
“We encourage international investment and innovation in Liberia’s gaming sector, provided it occurs transparently and in full compliance with our laws.” The LNA statement concluded.
