
The leadership of the House of Representatives has mandated the Minister of Public Works, the Inspector General of the Liberia National Police, and the Head of the China Railway Seventh Group (CRSG) in Liberia to appear before Plenary on Monday, July 13, 2026, to provide a comprehensive update on the ongoing construction of the Congo Town Overhead Bridge.
The decision was reached during Tuesday’s sitting of Plenary following the reading of a communication submitted by Montserrado County Electoral District #4 Representative *Hon. Michael Thomas*, who requested the appearance of the officials to account for the project’s progress and implementation.
In his communication, Representative Thomas acknowledged that the overhead bridge project, currently under construction in Congo Town, was commissioned by President Joseph Nyuma Boakai as part of the Government of Liberia’s efforts to modernize the country’s urban transportation infrastructure.
According to the lawmaker, the project, which is being executed by the China Railway Seventh Group (CRSG), is financed through a loan facility from the Export-Import Bank of China (China Exim Bank), with counterpart funding from the Government of Liberia. He noted that the initiative represents one of Liberia’s largest urban transport infrastructure investments and is intended to reduce traffic congestion, improve road safety, and strengthen connectivity within Monrovia.
Representative Thomas, however, expressed concern over the significant inconveniences being experienced by commuters, motorists, businesses, and residents during the construction phase. He cited persistent traffic congestion, prolonged travel times, increased transportation costs, reduced productivity, heightened road safety risks, and growing public frustration as issues requiring urgent attention.
The communication further requested that the Minister of Public Works, the Inspector General of Police, and the Head of CRSG provide Plenary with a detailed status report on the project, including the current percentage of completion, whether the construction remains on schedule to meet its original completion deadline, as well as the presentation of the project’s design and supervision framework.
Following deliberations, Plenary agreed to invite the three institutions to appear on Monday to provide a full briefing and respond to concerns raised by members as part of the House of Representatives’ constitutional oversight responsibility.
