
MONROVIA – President Joseph Nyuma Boakai, Sr. has issued Executive Order No. 164, renewing for one year the mandate of the Office of the War and Economic Crimes Court for Liberia. The Office was originally established via Executive Order No. 131 (May 2, 2024) and continued under Executive Order No. 148 (April 30, 2025) to investigate and design frameworks for a Special War Crimes Court and a National Anti-Corruption Court.
The Office has completed research and drafted two bills for legislative submission:
· A Bill for the Establishment of a War and Economic Crimes Court for Liberia
· A Bill for the Establishment of a National Anti-Corruption Court for Liberia
These achievements underscore Liberia’s commitment to transitional justice, accountability, anti-impunity, and compliance with international treaties.
Continued Mandate
The renewed Office will coordinate with international partners, mobilize resources, provide technical support to the Legislature, and oversee operations until both courts are fully functioning.
Key Responsibilities Under Renewal
· Secure resources from international donors and funding agencies
· Assist the Legislature in enacting the draft bills
· Develop logistical, administrative, and financial implementation plans
· Submit quarterly operational and financial reports (starting July 31, 2026) to the President via the Minister of Justice, free from political influence
· Reports subject to independent verification and audit by authorized government agencies
The Office remains semi-independent, funded as a grant line item within the Ministry of Justice’s budget with an annual appropriation of $2 million USD, disbursed in quarterly installments of $500,000 by the Ministry of Finance and Development Planning.
· Resource & Stakeholder Plan – within 60 days
· Legislative Support Framework – within 90 days
· Implementation Frameworks – within 120 days
· Mid-term Consolidated Report – within 6 months
· Dissolution Preparation – by March 1, 2027
· Final Report & Transition Plan – by April 15, 2027
Effective May 1, 2026, through April 30, 2027, unless extended or revoked.
